Office of Title Services

Welcome to the Office of Title Services (OTS) at the Oklahoma State Department of Education (OSDE). OTS provides support to Oklahoma schools and districts in their efforts to improve student achievement and ensure that students in Oklahoma are prepared for a successful future. OTS serves over 540 local education agencies (LEAs) that are subrecipients of federal grant awards.

OTS supports the following grant programs:

Title I, Part A, Improving the Academic Achievement of the Disadvantaged
Title I, Part C, Migrant Education Program
Title I, Part D, Prevention and Intervention Programs for Children and Youth who are Neglected, Delinquent, or At-Risk
Title II, Part A Supporting Effective Instruction
Title III, Part A English Language Acquisition
Title IV, Part A, Student Support and Academic Enrichment
Title V, Part B, Subpart I, Rural Education Initiative, Subpart 2, Rural and Low-Income School Program (RLIS)
Title IX, Part A, Education for Homeless Children and Youth (McKinney-Vento Act)

September 1	ESEA Consolidated Application - Program Closeout Due (GMS)
September 30	Title I, Part A: 2nd Year Carryover Funds Encumbrance Due Date
October 31	ESEA Consolidated Application Due (GMS)
November 14	Neglected and Delinquent October Student Count Due (Google Form)
November 14	ESEA Grant Performance Review (applicable to those districts on the list of the current fiscal year)
December 1	2nd Year Carryover Funds Expenditure Report Due (GMS)
December 1	Initial ESEA Claim for Reimbursement Due (GMS)
December 15	Comparability Application Due (GMS)
March 31	Final ESEA Grant Performance Review Corrections (all pending issues will become findings)
March 31	Equitable Services for Nonpublic Schools Application (GMS) - Every district must create, review, and submit this application.
May 1	New and Expanding Charter Schools - Initial Application for Federal Funds
June 1	ESEA Consolidated Application - Final Date for Claim for Reimbursement (payment before end of the fiscal year)
June 1	Homeless Census Report (Single Sign On - SSO)
June 30	Title I, Part A and Title V Annual Report (SSO)
June 30	Language Instruction for English Language Learners and Immigrant Students Report (SSO)
