HQIM Content Review Team
Each year, the State Department of Education and State Textbook Committee form review teams of subject experts to evaluate textbooks and materials. The number of teams depends on the subjects under review, with each team having at least 12 members but more if needed. 70 O.S. § 16-102 (E)
Content Review Team Application
The application for the Content Review Team opens each year after the application questions are approved at the February State Textbook Committee (STC) meeting. Applications will be available beginning in March and will remain open through the first Friday in April.
Individuals chosen for the Content Review Teams will evaluate instructional materials using the official rubric approved by the State Textbook Committee. Reviewers will have full access to all vendor-provided materials for their assigned subject area.
Current Applications
Content Review Applications for the 2026 review cycle will be open from March 6 through April 10 at 5:00 PM.
Due to Oklahoma’s unique situation following the Oklahoma State Supreme Court’s ruling, the subject areas for the upcoming instructional materials review cycle may change. The cycle will include either Science and Social Studies or Science, Physical Education, Health, and Vocational Education. The final determination will be made after the State Board of Education meeting on March 26. As a result, one group of applicants may not be needed for this cycle; however, all applications will be retained on file for consideration in the following review cycle.
Selected applicants will be expected to participate in:
- Online OSDE Connect training course – May 2026
- Overview and Professional Development on the Instructional Materials Review Process – One day in June or July 2026
- Twice-monthly virtual consensus meetings – August–October 2026
- Optional publisher presentations scheduled for July 7–10, 2025
Content Review Team Member Expectations
May or June - Attend training for the instructional material evaluation rubric and review process
August - October - Meet virtually every two weeks, and, as needed, with other content review team members and OSDE staff outside of school hours to discuss and reconcile materials reviews.
October 2 - Attend meetings to discuss and reconcile reviews of instructional materials with OSDE staff.
All meetings are expected to be held virtually.
