Annual Disclosure of Federal Funds

This report is produced pursuant to the requirements of 62 O.S. § 34.42.1 (effective November 1, 2019).

The Oklahoma State Election Board does not regularly receive Federal funding. However, the State Election Board has periodically received Federal grants under the Help America Vote Act (HAVA) of 2002. The following State Election Board accounts include the funding from Federal grants provided to the State of Oklahoma.
HAVA Title II, Section 251 Funds (CFDA 90.401)
As part of the Help America Vote (HAVA) of 2002, the U.S. Congress has periodically provided Federal grants to the states to offset the costs of complying with the requirements of HAVA.  Because Oklahoma has certified that it has fully implemented the requirements of HAVA, the remaining HAVA grant funds can be expended to improve the administration of elections for Federal office.
  • The balance of the fund as of September 30, 2019 is $4,771,383.77.
  • Interest earned on these Federal grants is required to be deposited into the fund.
  • Each grant required a one-time 5% state match.
  • Funds from these Federal grants were required to be expended on the implementation of the requirements of HAVA. Because HAVA has been fully implemented, remaining funds can be expended for the purpose of improving the administration of elections for Federal office.
  • The State Election Board must provide a drug-free workplace as a condition of receiving these Federal grants.

2018 HAVA Security Funds (CFDA 90.404)
The Consolidated Appropriations Act of 2018 included $380 million in grants made available to states to improve the administration of elections for Federal office, including to enhance technology and make certain election security improvements.
  • Oklahoma’s Federal grant was $5,196,017.
  • The grant required a one-time state match of $259,801 (5% of the grant amount). The state match was funded with filing fees from the State Election Board Revolving Fund.
  • Funds from the Federal grant were deposited into a State Election Board fund established for this grant.
  • The balance of the revolving fund as of September 30, 2019 is $5,336,573.04.
  • Interest earned on this Federal grant is required to be deposited into the fund.
  • This Federal grant is required to be expended for the purpose of improving the administration of elections for Federal office, including to enhance technology and make certain election security improvements.
  • The State Election Board must provide a drug-free workplace as a condition of receiving the Federal grant.
