General Questions

**However, any SDA service that requires payment must be conducted during the OSBI Cashier’s office operating hours, which are between the hours of 9:00 AM and 4:00 PM.**

It is not necessary to have one, but you can still apply for one if you want to receive the benefits.

Benefits: License reciprocity with other states and the SDA license is approved as a NICS Alternate Permit.

No, you must apply as an initial applicant.

Complete the Change of Information Form and mail in the original, notarized form. For a new card, the $15 fee must be included. 

Please note: If you have moved, you have 30 days to submit the change of address, per Statute 1290.13.

Complete the Replacement form and mail in the original, notarized form, with the required $15 fee.

The license is valid for 5 or 10 years.

Once a license is expired, it is no longer valid, and cannot be used to carry. There are no exceptions or extensions for those who have an application in processing. Please refer to the SDA Law Book: Statute 1290.5.

Suspended/Revoked/Denied


Return your SDA License to the OSBI, immediately. The decision can be appealed by making a written request within 60 days, to the OSBI. Please refer to the SDA Law Book: Statute 1290.17

You must submit a Reinstatement form and include a certified court document that demonstrates the condition or preclusion which was the basis for the suspension has lapsed and is no longer in effect.

Depending on why you were arrested, your license could possibly be suspended or revoked.

A denial can be appealed by submitting a written request, within 60 days, to OSBI via letter, email, or fax.

If you were denied due to an incomplete application, please provide the needed information along with your request for appeal.


Background / Criminal History

Please note: the OSBI cannot predetermine an applicant’s eligibility for an SDA license.

A pardon does not restore rights for violent crimes. Please refer to the Violent Crime Definition list in the SDA Law Book.

If you answer “yes” to any of the questions listed on the application, you must include documentation with the application. Answering dishonestly could cause the application to be denied for any false and misleading statement(s). Please refer to the SDA Law Book: Statute 1290.10.4.


Instructors / Training


Obtain an instructor certificate with CLEET, and send a copy of it in with your application.

You can check the Certified Instructor List to find and contact someone about taking the class.

No, a new certificate is only needed for initial applications. Please refer to the SDA Law Book: Statute 1290.5.

Please note: Effective November 1, 2024, per SB 1291 applicants shall have 30-days from the expiration date of the license to comply with the renewal requirements in Title 21 OS 1290.5. After the 30 days the applicant will need to apply as an initial.

Yes, there are exemptions. See the Exemption Form to provide the required documents for exemption. Please refer to the SDA Law Book: Statute 1290.15.


SDA Application


Online application

When doing the online application, leave the reference code blank. A code will be provided once you have started the application, and it can be used to go back and complete the application, at a later time.

Printable application

If you are unable to print one off yourself, email us at sda@osbi.ok.gov, to request a mailed copy, please include your mailing address. You can also pick up a copy in person at your local county Sheriff’s office, or at the OSBI headquarters.

Renewal applications

Submit the completed application, photo(s), any required documents, and payment. Complete it online, or you can mail it, or bring it in person, to the OSBI headquarters.

Online 
Any required documents, other than photos, cannot be uploaded to the online application. You will need to either print the summary sheet and mail that in with the documents or email us at sda@osbi.ok.gov. This includes if the photo was not uploaded, or is not shown on the summary sheet. If you didn’t pay for it online, please print the summary sheet and mail it in with the cashier’s check or money order, or bring it to the OSBI headquarters located at 6600 North Harvey Place, Oklahoma City, Oklahoma 73116.

Instructor
Submit a copy of your CLEET certificate with your application. If done online, you can either print the summary sheet and mail it in with the certificate or email us at sda@osbi.ok.gov.

Initial applications

Submit the application, training certificate or exemption, any required documents, the payment, and the photos to your local sheriff’s office. Have them take your fingerprints and do a local record check; they will then submit it to us.

Online
Print off the summary sheet to bring to the sheriff’s office. If the photo was not submitted, or is 
not shown on the summary sheet, include photos when you submit everything to the sheriff’s office. If you did not pay online, include the cashier’s check or money order when you submit everything to the sheriff’s office.

Instructor
Submit the completed application or summary sheet, and everything else required for an initial application, to the sheriff’s office along with a copy of your CLEET certificate.

You must maintain a physical residency in Oklahoma. You must also have an Oklahoma driver’s license or identification card; however, if you do not have an Oklahoma driver’s license, or identification card, you can use the orders stationing you (or your spouse) along with your out of state driver’s license or identification card. Please refer to the SDA Law Book: Statute 1290.9.

Only the applicant can check the status of their application since OSBI’s records are sealed.

Information regarding a holder of an SDA License is sealed, except to law enforcement for law enforcement purposes. Please refer to SDA Law Book: Statute 1290.13.

Per state statute, the SDA department has 60-90 days to process an application. This time frame starts the day we receive a completed application and all require documents, including pictures and the fee. Once we have finished processing the application, expect notification by mail in approximately 2-3 weeks.

Fingerprints are only required for initial applications. They must be taken at the Sheriff’s office in the county which you physically reside. Please refer to the SDA Law Book: Statute 1290.12.

Rejected Prints
If you receive notification that your fingerprints were rejected, you will then be able to have them taken by another law enforcement agency or Identigo, not just the Sheriff’s office. If they are rejected for a second time, you will then have the option to make an appointment at the OSBI headquarters. To make an appointment call 405-848-6724, press two and then two again.

Please note: Failure to provide fingerprints will result in the denial of your application. To appeal this, submit new fingerprint cards within 60 days of the denial date, along with an appeal request.

New, recently taken photos are required with every application.

Requirements
The photo needs to be recent, taken within the last 30 days. The background must be a light-colored surface. Face forward, and look at the camera directly. Make sure your head is not turned or tilted. Do not wear anything on your head or face (this includes glasses). Articles worn for religious or medical reasons are an exception, but must not obstruct any part of the face. Also, make sure the photo is not blurry, is in color, and is not too small or big. Please make sure there is plenty of room around you in the photo so we can crop as needed. Check that your hair does not blend in with the background. If a photo gets rejected, we will contact you by, phone, email, or mail, asking for a new one.

If you are doing an online application
Only one photo can be uploaded. You can also submit the application without a photo. Once the application is complete, check that the photo was uploaded; it will be located on the top of the summary sheet. If you completed the application without a photo, or it was not on the summary sheet, you must submit the photo a different way. To do so as a renewal, either print the summary sheet and mail it in with 2 photos, or email the photo to us at sda@osbi.ok.gov, and include your reference number, name and date of birth. You can also bring us the photos in person to the OSBI headquarters. If you are an initial and the photo was not submitted online, you will have to include two photos along with your other documentation to the Sheriff’s Office.

Failure to provide a new photo will result in the denial of your application. To appeal this, send a photo to us within 60 days of the denial date, with an appeal request.

Be sure to mark the type and length of license you are applying for on the application.

Cost

  • Initial 5 year = $100
  • Initial 10 year = $200
  • Instructor Initial/Renewal 5 year = $100
  • Instructor Initial/Renewal 10 year = $200
  • Renewal 5 year = $85
  • Renewal 10 year = $170
  • Law Enforcement 5 year = $25

If the incorrect amount is submitted, we will return the application.

Refunds

ALL FEES ARE NON-REFUNDABLE per statute 1290.12(4).  Even in the event of suspension, revocation, denial, or application withdrawal.

Forms of Payment/Ways to Pay

In person
We accept cash, debit/credit card, money order, or cashier’s check.

Mail
Use either a money order or a cashier’s check.

Online
Provide your debit/credit card information. If you don’t want to pay online, print out your summary sheet and mail it in with payment, or bring it to our office in person.

Please make money orders and cashier’s checks out to OSBI.

No personal checks can be accepted per state statute.
