OAG-2025-03 - Roblox
The Office of the Attorney General (“OAG”), in accordance with 74 O.S. § 20i, hereby gives notice that it is issuing this request for proposals (“RFP”) for outside counsel (“Law Firm” or “Firm” to investigate and pursue legal action against Roblox Corporation (“Roblox”), a Delaware corporation with its principal place of business in San Mateo, California. Roblox is an interactive online gaming platform, popular among children, and is designed, engineered, manufactured, tested, advertised, marketed, distributed, sold and otherwise placed into commerce in all fifty states, including Oklahoma. The investigation and potential legal action relate to Roblox facilitating the distribution of child sexual abuse material (“CSAM”) and the sexual exploitation of Oklahoma children. Roblox lacks proper safety protocols, is overrun with harmful content and child predators, yet provides its users with access to millions of games, including some of which have existed as “Escape to Epstein Island,” “Diddy Vibe” and “Public Bathroom Simulator Vibe.” Reports also identify thousands of members in a group openly trading child pornography and soliciting sexual acts from minors. Recently, the mother of an Edmond, Oklahoma, minor, sued Roblox after a child predator posed as a 15-year-old boy, and threatened to kill the girl’s family if she did not send him explicit content, even disclosing to the girl that he knew her address and that she had a younger brother. Roblox has become a hunting ground for child-sex predators, and the Attorney General of Oklahoma, as the chief law officer of the State and entrusted with the solemn duty to safeguard its citizens from abusive, unlawful, and exploitative conduct, solicits proposals to investigate and pursue legal action on a contingency basis pursuant to 74 O.S.Supp.2022, § 20i(K)(2).

OAG-2025-02 RFP - Temu
The Office of the Attorney General (“OAG”), in accordance with 74 O.S. § 20i, hereby gives notice that it is issuing this request for proposals (“RFP”) for outside counsel (“Law Firm” or “Firm”) to investigate and pursue legal action against Temu, a mobile application and website, which allows users to purchase low-cost goods manufactured in China. Ultimately, Temu is owned by a Chinese company, PDD Holdings, Inc., commonly known as Pinduodo Inc. Recently, a host of security and privacy concerns have been raised about the Temu app, with Apple and Google suspending due to misrepresentations Temu made about the types of data the app can access or collect from users, how it does so, and for what purposes it uses the data. The Temu app, once downloaded, can secretly install malware that bypasses device security and grants the app unrestricted access to a user’s device. Furthermore, the law in China requires Temu to provide user data to the Chinese government upon request. Oklahomans are exposed and at risk as a result of Temu’s practices, and the Attorney General of Oklahoma, as the chief law officer of the State and entrusted with the solemn duty to safeguard its citizens from abusive, unlawful, and exploitative conduct, solicits proposals to investigate and pursue legal action on a contingency basis pursuant to 74 O.S.Supp.2022, § 20i(K)(2). The investigation and potential legal action may include facts and claims relating to Temu unlawfully siphoning and using consumer data, counterfeiting products, and engaging in other unlawful data-theft issues, deceptive trade practices, and violations of personal privacy.

OAG-2025-01 RFP - Self-Insured Health Plans
The Office of the Attorney General (“OAG”), in accordance with 74 O.S. § 20i, hereby gives notice that it is issuing this request for proposals (“RFP”) for outside counsel (“Law Firm” or “Firm” to investigate and pursue legal action related to potential improper payment and noncompliance with self-funded Employer Group Health Plans. Key aspects and services likely include (1) pre-litigation planning, to include gathering, ingesting, and retrospectively examining invoices, plans, claims data, reports, and agreements, including but not limited to those with Third Party Administrators, carriers, Pharmacy Benefit Manager (PBM), and (2) litigation to recover improper payments and assessed fees that have been paid or otherwise improperly retained by third parties, asserting claims and recovering damages relating to fiduciary breaches, lack of transparency, and other related matters. Pursuant to 74 O.S.Supp.2022, § 20i(K)(2), OAG is soliciting proposals on a contingency basis.

OAG-2024-01 RFP - Insulin Pricing
The Office of the Attorney General (“OAG”), in accordance with 74 O.S.Supp.2022, § 20i, hereby gives notice that it is issuing this request for proposals (“RFP”) for outside counsel to investigate and potentially pursue legal action related to wrongful conduct on the part of insulin manufacturers and pharmacy benefit managers that resulted in artificial and unnecessary increases in the price of insulin. Insulin is a hormone that is critical to controlling blood sugar levels and treating diabetes, which affects nearly 13% of Oklahoma’s adult population. Pursuant to 74 O.S.Supp.2022, § 20i(K)(2), OAG is soliciting proposals on either an hourly or contingency basis, or a combination thereof.

OAG-2023-02 RFP - PFAs/Forever Chemicals
The Office of the Attorney General (“OAG”), in accordance with 74 O.S.Supp.2022, § 20i, hereby gives notice that it is issuing this request for proposals (“RFP”) for outside counsel (“Law Firm” or “Firm”) to potentially pursue legal action related to Oklahoma’s land, water and other natural resources being contaminated by poly- and per-fluoroalkyl substances (“PFAS”). PFAS are long lasting chemicals that break down very slowly over time and may be linked to harmful health effects in humans, animals, and environmental pollution. Pursuant to 74 O.S.Supp.2022, § 20i(K)(2), OAG is soliciting proposals on either an hourly or contingency basis, or a combination thereof.
