Important Electronic Visit Verification (EVV) update from DDS

Dear Participant in the Self-Directed Services Program,

On July 1, 2020, Developmental Disabilities Services (DDS) implemented Electronic Visit Verification (EVV) due to the federal 21st Century Cures Act, which was signed into law in December 2016. During implementation, the Oklahoma Health Care Authority (OHCA) allowed a live-in caregiver exemption to EVV.

Effective Oct. 1, 2025 (10/1/2025) that exemption has been removed. As a result, all providers of HTS (including Self-Directed) will be expected to use EVV beginning Oct. 1.

Manual entries by the Employer of Record (EOR) on behalf of the Habilitation Training Specialist (HTS) into the Direct Care Innovations (DCI) portal are not EVV compliant. Compliant entries are those made by the employee via the DCI app, or by a landline telephone.

It is understood that mistakes will occur and not all entries will be compliant. To account for this, OHCA has established a goal of 90% compliance. 

EVV systems are required to electronically verify:

  • Type of service performed
  • Individual receiving the service
  • Date of the service
  • Location of service delivery
  • Individual providing the service
  • Time the service begins and ends.
