All of the Reaching for the Stars criteria is based on research that demonstrates quality child care practices. Three CCS partners, Oklahoma Child Care Resource & Referral Association , Smart Start Oklahoma and the University of Oklahoma Health Sciences Center, maintain a wealth of early childhood data.
