    • Jason Charles called meeting to order at 10:04 am

  • Introductions
  • Approval of Minutes:  
    • September 12, 2018 minutes approved
  • Standing Membership Subcommittee Report:
    • Eloise Locust provided report
    • The subcommittee did not meet last quarter
    • Recommendations for appointments:
      • 2nd Term appointment approved - Andrea Schwarz, Oklahoma Adoption Coalition
        • 2nd term expires 11/30/2021
    • Still working on recommendations to fill the following vacancies:
      • Rural Family Child Care Homes
      • A private citizen
      • ECAO and part-day programs
    • Orientation was attended today by:
      • Harold Jergensen, OCCY
      • Shaunda Williams, Licensed Child Care Association
      • Katie Quebedeaux, Licensed Child Care Association
  • Standing Subcommittee Reports:
    • Child Care Facilities (centers) Standing Subcommittee
      • Tammy Maus provided report
      • Co-chairs, Tammy Maus and Gayla Ham, met with DHS
        • Decided to meet 3 times per year instead of two 
          • Spring meeting in Oklahoma City area
            • Preferably after CCAC
          • Summer meeting will be a teleconference/webinar option which will hopefully get more participation from rural areas
          • Fall meeting in Tulsa area
    • Family Child Care Homes Standing Subcommittee
      • Ashley Ousley provided report on behalf of Ari Conner who couldn't attend today
        • Subcommittee will meet by conference call after the holidays
    • QRIS Standing Subcommittee
      • Rachel Proper provided report
      • The subcommittee last met on September 12, 2018
        • Subcommittee members are continuing to build the framework for their recommendations on possible future STARS expansion
          • All agree that they would like to see the industry move to a 5 STAR standard.
    • Residential Standing Subcommittee
      • Jason Charles provided report
      • The subcommittee last met on November 1, 2018 during the Oklahoma Care Fall Meeting
        • Subcommittee members reviewed the changes to Residential Licensing to include the Family Style addendum
        • The next meeting will be Spring 2019
        • Members discussed about where/when meetings are happening. Currently it happens in connection with Oklahoma Care meetings and not everyone who needs to be at this meeting is a part of Oklahoma Care. They discussed the possibility of connecting these meetings to the DHS Residential Administrators meetings, CCAC meetings, or something else.
    • Residential Revision Subcommittee
      • Family style addendum became effective Nov. 1, 2018
      • Licensing staff are completing the checklist for those programs that want to apply
  • Legislative Update:
    • LuAnn Faulkner-Schneider provided report and handout
      • Interim study on Oct. 24, 2018 regarding the federal funding for Child Care
      • Dec. 7, 2018 was the last day to request draft of bills for the upcoming legislative year
      • Jan. 17, 2019 is the deadline for introductions of bills
      • Legislative session will begin Feb. 4, 2019 and the last day of session will be no later than May 31, 2019
  • Licensing Sanctions Report:
    • Kristi Simpson provided report and handout
  • Old Business:
    • OBI Update – Amy Cornelson provided report
      • Currently only have one vacancy and staff are working an overtime plan so they are now within a week-and-a-half processing time
  • New Business:
    • Tammy Maus
      • LCCAOK asked the CCAC and DHS Child Care Licensing to consider and take action on the three following items:
        • Consider revisions to the mixed age group ratio that requires a 3-year-old to be added
          • Many times quality is reduced by adding an older child to that mix
        • Request changes be made to the way the peer review board reviews are listed on the denials and revocation report
          • Recommends that it be anonymous or by license number and county
          • This is an issue that affects all subcommittees so this will be added to the March 13, 2019 agenda for more discussion.
        • Recommends more training of DHS supervisors and specialists on the DHS policy for severe non-compliances
    • Brent Thackerson
      • Are we in compliance with the new statute for new member requirements of standing subcommittees?
        • Tammy Maus – LCCAOK and DHS have met and have an agreed upon bill to reverse it back to the way it was - the standing subcommittees would be primarily made up of representatives of the respective programs.
        • Debra Andersen requested that items like this need to be added to the agenda for discussion so that CCAC members can provide input about any legislation that could impact the committee

  • Public Comments:
    • Paula Koos
      • OK Shared Services website is up and will be available for child care facilities to get online and get a password effective Jan. 2, 2019
        • The first year is free-of-charge to use
    • Shane Williams
      • Would like more common sense used regarding the policy for what is considered serious non-compliance and non-compliance. In some cases it's left to the workers judgment about how serious an issue it is.
    • Kristi Simpson
      • The new C-4 co-pay chart is out for comment which will decrease co-pays and will help more families be eligible for subsidies
