  • Standing Subcommittee Reports:

      • Subcommittee did not have a meeting during the last quarter
      • Tammy Maus would like to be considered for Chair or Co-Chair of this committee
    • Family Child Care Homes Standing Subcommittee
      • Report provided by Ari Conner
      • Subcommittee has not met in the last quarter but a meeting has been scheduled for June 21
    • QRIS Standing Subcommittee
      • Lesli Blazer provided report
      • Last met on May 9, 2018
        • Subcommittee continued discussions on recommendations for expansion of the STARS program
          • Discussed pros and cons of a point-based system as well as a combination tiered and point system
      • The next meeting is scheduled for September 12, 2018 following the CCAC meeting
    • Residential Standing Subcommittee

      • May meeting was cancelled and the next meeting is scheduled for November
    • Residential Revision Subcommittee
      • Report provided by Brent Thackerson
      • Subcommittee has not met in the last quarter
          • The revisions will go into effect on November 1, 2018
  • Legislative Update:
    • LuAnn Faulkner-Schneider provided report and handout
      • There are 4 bills that are going to impact requirements which go into effect on November 1, 2018. We are working on what the impact of those bills will be to our policies and how they might change licensing requirements.
        • HB 2524 – to promulgate rules to establish and maintain a grievance process that includes an anonymous complaint system for reporting and investigating complaints or grievances about employees with the department who retaliate against a child care facility or child care employee
        • HB 2691 – directs the Child Care Advisory Committee to name one additional child care program owner or operator to the STARS Administrative Review process
        • HB 2692 – will allow a child care center director to qualify as a master teacher and any person replacing a master teacher will be granted a probationary period to fulfill the requirements to be a master teacher
        • SB 907 – will expand licensing exemptions to include summer and after-school programs that are accredited by, chartered by, or affiliated with a national non-profit organization; and facilities that operate less than 10 weeks annually
      • Proposed interim studies have been submitted to House leadership for the house; we have not heard anything yet on the Senate. The proposed interim studies have not been determined yet and when they are we will give more information.
  • Licensing Sanctions Report:

  • Old Business:
    • Amy Cornelson, OBI update
      • Currently working 12-13 days behind on fingerprinting – partly due to the increase for summertime and partly due to being short-staffed
      • There are some position announcements that recently closed and will be filled soon and also will be hiring two additional temps
      • New requirements from CCDBG Block Grant– there is a video that is now on the CECPD website that goes over all the new requirements; there is also a PowerPoint that can be downloaded 
        • New prohibited offenses
        • New requirements on programs having to obtain out-of-state background checks and child abuse and neglect
      • Seven new notifications have been created for child care programs:
        • 30 Day Preliminary Notice and Invalid Preliminary Notice
          • When we issue a preliminary notice, after the first 30 days if we are still waiting on documentation and the program has made an effort to obtain that documentation then they can issue a 2nd 30 Day Preliminary Notice, after that 30 day period if they still don't have the documentation – depending on the circumstances – they will issue an Invalid Preliminary Notice (which means the 1st and 2nd notices are no longer valid and that individual would no longer be able to work in the child care program)
        • Prohibited and Restricted notices (two separate notices)
          • If an individual has prohibited offenses – these notices will be clearly marked so there won't be any confusion about whether it's prohibited or restricted background check result
        • Incomplete Rapback notice
          • When a rapback is received the notice will be sent out to the program and it will be very specific that it's a rapback
        • Complete Rapback notice
          • If there are no prohibited or restricted offenses on the rapback
        • Five-year Reassessment Notice
