OKDHS:2-37-12. Purpose and scope of Social Networking and Social media (SNSM)

(a) Purpose.

(1) Oklahoma Department of Human Services  (DHS) Social Networking and Social Media (SNSM) technology is intended for interaction with the public through external communication.

(2) SNSM technology is intended to promote internal communication among DHS employees.

(3) SNSM regulations provide guidance for DHS employees regarding SNSM for personal use.

(b) Scope.

(1) DHS employees may utilize SNSM within policy guidelines and limitations.  When SNSM sites are accessed for any reason, including personal use, DHS employees are subject to:

(A) Oklahoma Administrative Code (OAC) 340:1-1-20, regarding confidentiality;

(B) OAC 340:2-1-8 , regarding employee ethics;

(C) DHS:2-45 , regarding information security;

(D) DHS:2-1-7 , regarding disciplinary action;

(E) DHS:2-1-26.1 , regarding the Fair Labor Standards Act;

(F) records retention rules;

(G) Oklahoma Information Security Policy, Procedures and Guidelines per http://www.ok.gov/cio/documents/InfoSecPPG.pdf; and

(i) Social Networking and Social Media Policy and Standards;

(ii) Commenting Policy;

(iii) Social Networking and Social Media Development Methodology; and

(iv) Social Networking and Social Media Guidelines.

(H) State of Oklahoma Social Networking and Social Media Standards Documents per http://www.ok.gov/cio/PolicyandStandards/SocialMedia that includes state of Oklahoma:

(2) Any employee found to have misused or abused a SNSM service or who violated policy may be subject to disciplinary action, up to, and including employment termination.

(3) DHS employee user names and/or passwords are prohibited in the personal use of SNSM.
