OKDHS:2-17-4. OKDHS employee interchange program

(a) The employee interchange program provides DHS employees with the opportunity to develop a broad-based knowledge of the functions and operations of work areas other than their own within OKDHS or another state agency.

(b) Participation in the OKDHS interchange program is voluntary.

(c) OKDHS offers its employees several forms of employee interchanges.

  • (1) An internal exchange is between two different OKDHS offices, divisions, or areas.
  • (2) An external exchange is between OKDHS and another agency of state government.
  • (3) An intergovernmental exchange is between OKDHS and a department, agency, or other entity of the federal government.

(d) An employee interchange period may last from 30 days to one year.

(e) Intergovernmental interchanges may extend beyond one year.  Such interchanges shall be renegotiated annually and with the annual approval of the OKDHS Director.

(f) OKDHS employees who have worked a minimum of two years at DHS may request to participate in an employee interchange.

(g) Any employee interchange may be rescinded or terminated by the sending or the receiving agency or by the appointing authority or designee.  The participant shall receive at least five working days' notice to return to the sending unit.

(h) The employee interchange program is not a job transfer.  At the conclusion or termination of the interchange assignment, participants return to their regular place of employment, job family descriptor, and level.

(i) During the interchange, the employee remains on the payroll of his or her office or division.  Mileage and other expenses are paid by the receiving division or as negotiated by the two agencies or divisions.

(j) The work in some OKDHS units requires time spent on the job other than regular work hours and days.  Exchange participants shall resolve these issues in writing before accepting an interchange.  Interchange participants shall discuss these issues before accepting an interchange.
