OKDHS:2-1-61. Moving of household goods (classified/unclassified/exempt service)

(a) When a transfer of an employee from one location to another is initiated by the Department, provision is made for assisting him/her with the expense of moving his/her household goods or mobile home under the following conditions:

  • (1) The transfer must be considered permanent (in excess of 21 weeks);
  • (2) The move must be in excess of 25 miles from his/her previous place of assignment; and,
  • (3) The household goods or mobile home are moved in accordance with the provisions stated in the Department of Central Services award notice, a copy of which is received by the employee.

(b) "Household goods" means personal effects, excluding automobiles, boats, trailers, animals, or any other possessions not normally considered as household goods. Services provided by the carrier are the packing (if employee desires), loading, moving and unloading of not to exceed 10,000 pounds of household goods and special servicing of appliances at the origin and at the destination not to exceed a value of $10,000. Any additional moving expense of household goods incurred as a result of such transfer is the responsibility of the employee.

(c) "Mobile home" and its contents means it is the principal residence of the employee, regardless of the number of pieces into which it may be disassembled for transport. The cost of moving such mobile home is not to exceed the equivalent cost of moving 10,000 pounds of household goods the equivalent distance. The mobile home and contents are to be insured in the amount of $1.00 per pound, not to exceed $10,000. Additional moving expense of the mobile home incurred as a result of said transfer is the responsibility of the employee.

(d) If the provisions (a) - (c) of this Section are met, the Department sends a requisition to the Department of Central Services requesting that the household goods or mobile home of the employee be moved at State expense. The Board requests bids from carriers that are registered and approved by the Oklahoma Corporation Commission. The carrier submitting the lowest bid is given the contract.

(e) The employee who is being transferred under the provisions of (a) - (c) of this Section is responsible for writing a memorandum to the State Office, Attention Departmental Services, giving the following information:

  • (1) Name of employee
  • (2) Street address and town from which moving
  • (3) Street address and town to which moving
  • (4) Approximate weight of household goods
  • (5) Preferred date of moving
  • (6) Whether the carrier is to pack and unpack the goods or whether the employee is to do this
  • (7) If the employee is to pack the goods, does he/she need packing cartons
  • (8) Name of the DHS unit to which the employee is transferring, and
  • (9) Whether special servicing of appliances is needed at the origin and at the destination of the move.

(f) Information required in (e)(1) - (9) of this Section must be received by Departmental Services four weeks before the move is to be made, as the State Board of Public Affairs leaves the bid open for three weeks in order to allow all interested companies a chance to visit the sites and look over the conditions. After the bids are received and the award is made, the State Board of Public Affairs sends the award notice to Departmental Services. A copy of this award notice is sent to the employee by Departmental Services.
