Ken Phillips
Chief of Right-of-Way & Utilities

Ken Phillips serves as Chief of Right-of-Way & Utilities for the Oklahoma Department of Transportation’s Right-of-Way & Utilities Division.

Before becoming Chief of Right-of-Way & Utilities Mr. Phillips served as manager of the Utilities Branch & Surplus Properties. He served as Facilities Division Manager for six years and was responsible for overseeing plan development, design and construction of new field Construction Residency’s, maintenance facilities, Ports of Entry and Weigh Stations, as well as managing Surplus Properties & Leases.

Mr. Phillips began his ODOT career in 1996 as a Senior Drafting Technician in Roadway Design before becoming the Design Supervisor for the Oklahoma State University Design Team for more than 12 years. He served as a Transportation Manager in both Traffic Engineering and Roadway Design where he created, developed and managed the Roadway Engineering Development Branch. Mr. Phillips served on the Oklahoma State University - Okmulgee Advisory Board, was a member of the Oklahoma Traffic Engineering Association.

He and his wife, Stacy, live in Edmond and have four children & four grandchildren.
