A CLP holder with an “N” endorsement may only operate an empty tank vehicle and is prohibited from operating any tank vehicle that previously contained hazardous materials that has not been purged of any residue. (You cannot test in a vehicle that is placarded for hazmat whether it has been purged or not per Oklahoma Administrative Code (OAC) 595:11-3-7 and 595:11-3-8).
